The City of Jackson operates an Ohio EPA Class IV Advanced Treatment Plant with aerobic sludge digestion. The plant is divided into two treatment systems. Plant I was built in 1954 then upgraded in 2009 and Plant II was completed in 1984 then upgraded in 2009.
Flow enters the plant through a 30" interceptor sewer for Grit removal and is screened. An equalization basin is provided for high flow conditions this basin stores wastewater and will be drained back into the process at low flow periods.
Proper operation of Plant I is as follows: Wastewater is pumped from the wet well to the two (2) primary settling tanks where settable solids will settle out for removal to the aerobic digester. The effluent then passes through a 1mm rotary screen to remove any item that may damage the Membrane system. After screening the flow enters the two (2) Aeration tanks, it is combined with return activated sludge from the Membrane system. From the aeration basins the flow enters the Membrane system here a filtering system removes the water and the solids remain in the system. This process replaces the need for final settling tank system. The effluent is monitored by a turbity meter to determine process conditions.
Proper operation of Plant II is as follows: wastewater is pumped from the wet well or Equalization Basin into the oxidation ditches which operate in the extended aeration mode. Mixed liquor from the ditches is then settled in the settling tanks and either returned to the ditches or wasted. The effluent is then filtered in a gravity sand filter.
Both plant 1 and 2 effluent passes through an Aeration tank to increase dissolved oxygen content along with seasonal disinfection prior to discharge to Salt Lick Creek.
The City also operates an Ohio EPA approved Industrial Pretreatment Program. Industrial wastewater flow is approximately 50% of the dry weather flow. Treated biosolids are land applied.
